For several weeks now the Gaza Strip has been burning. This is not a matter of fighting between Hamas and Fatah activists or actions by the Israel Defense Forces, but battles between armed groups that for the most part are identified with large clans. Nearly every day for the past two weeks ,men, women and children have been killed in Gaza. Every day civilians are being wounded by deliberate or stray gunfire, the result of the unrestrained use of weapons. The number of armed men in the Gaza Strip, according to various estimates, is greater than 100,000. These men belong to security mechanisms, political organizations and above all to clans, and are trying to ensure the economic interests of their kinfolk. There is a tremendous amount of weaponry in the inhabitants' homes, the entire purpose of which is a potential quarrel with a neighbor, an acquaintance or a driver on the road.

Jimmy Carter tells a strange and revealing story near the beginning of his latest book, the sensationally titled Palestine Peace Not Apartheid. It is a story that suggests that the former president's hostility to Israel is, to borrow a term, faith-based.
On his first visit to the Jewish state in the early 1970s, Carter, who was then still the governor of Georgia, met with Prime Minister Golda Meir, who asked Carter to share his observations about his visit. Such a mistake she never made.
"With some hesitation," Carter writes, "I said that I had long taught lessons from the Hebrew Scriptures and that a common historical pattern was that Israel was punished whenever the leaders turned away from devout worship of God. I asked if she was concerned about the secular nature of her Labor government."
Jews, in my experience, tend to become peevish when Christians, their traditional persecutors, lecture them on morality, and Carter reports that Meir was taken aback by his "temerity." He is, of course, paying himself a compliment. Temerity is mandatory when you are doing God's work, and Carter makes it clear in this polemical book that, in excoriating Israel for its sins -- and he blames Israel almost entirely for perpetuating the hundred-year war between Arab and Jew -- he is on a mission from God.
Carter's interest in the Middle East is longstanding, of course; he brokered the first Arab-Israeli peace treaty between Egypt and Israel in 1979, and he has been rightly praised for doing so. But other aspects of his record are more bothersome. Carter, not unlike God, has long been disproportionately interested in the sins of the Chosen People. He is famously a partisan of the Palestinians, and in recent months he has offered a notably benign view of Hamas, the Islamist terrorist organization that took power in the Palestinian territories after winning a January round of parliamentary elections.
There are differences, however, between Carter's understanding of Jewish sin and God's. God, according to the Jewish Bible, tends to forgive the Jews their sins. And God, unlike Carter, does not manufacture sins to hang around the necks of Jews when no sins have actually been committed.
This is a cynical book, its cynicism embedded in its bait-and-switch title. Much of the book consists of an argument against the barrier that Israel is building to separate Israelis from the Palestinians on the West Bank. The "imprisonment wall" is an early symptom of Israel's descent into apartheid, according to Carter. But late in the book, he concedes that "the driving purpose for the forced separation of the two peoples is unlike that in South Africa -- not racism, but the acquisition of land."
In other words, Carter's title notwithstanding, Israel is not actually an apartheid state. True, some Israeli leaders have used the security fence as cover for a land-grab, but Carter does not acknowledge the actual raison d'etre for the fence: to prevent the murder of Jews. The security barrier is a desperate, deeply imperfect and, God willing, temporary attempt to stop Palestinian suicide bombers from detonating themselves amid crowds of Israeli civilians. And it works; many recent attempts to infiltrate bombers into Israel have failed, thanks to the barrier.
The murder of Israelis, however, plays little role in Carter's understanding of the conflict. He writes of one Hamas bombing campaign: "Unfortunately for the peace process, Palestinian terrorists carried out two lethal suicide bombings in March 1996." That spree of bombings -- four, actually -- was unfortunate for the peace process, to be sure. It was also unfortunate for the several dozen civilians killed in these attacks. But Israeli deaths seem to be an abstraction for Carter; only the peace process is real, and the peace process would succeed, he claims, if not for Israeli intransigence.
Here is Carter's anti-historical understanding of the conflict. He writes:
"There are two interrelated obstacles to permanent peace in the Middle East:
"1. Some Israelis believe they have the right to confiscate and colonize Palestinian land and try to justify the sustained subjugation and persecution of increasingly hopeless and aggravated Palestinians; and
"2. Some Palestinians react by honoring suicide bombers as martyrs to be rewarded in heaven and consider the killing of Israelis as victories."
In other words, Palestinian violence is simply an understandable reaction to the building of Israeli settlements. The settlement movement has been a tragedy, of course. Settlements, and the expansionist ideology they represent, have done great damage to the Zionist dream of a Jewish and democratic state; many Palestinians, and many Israelis, have died on the altar of settlement. The good news is that the people of Israel have fallen out of love with the settlers, who themselves now know that they have no future. After all, when Ariel Sharon abandoned the settlement dream -- as the former prime minister did when he forcibly removed some 8,000 settlers from the Gaza Strip during Israel's unilateral pullout in July 2005 -- even the most myopic among the settlement movement's leaders came to understand that the end is near.
Carter does not recognize the fact that Israel, tired of the burdens of occupation, also dearly wants to give up the bulk of its West Bank settlements (the current prime minister, Ehud Olmert, was elected on exactly this platform) because to do so would fatally undermine the thesis of his book. Palestine Peace Not Apartheid is being marketed as a work of history, but an honest book would, when assessing the reasons why the conflict festers, blame not only the settlements but also take substantial note of the fact that the Arabs who surround Israel have launched numerous wars against it, all meant to snuff it out of existence.
Why is Carter so hard on Israeli settlements and so easy on Arab aggression and Palestinian terror? Because a specific agenda appears to be at work here. Carter seems to mean for this book to convince American evangelicals to reconsider their support for Israel. Evangelical Christians have become bedrock supporters of Israel lately, and Carter marshals many arguments, most of them specious, to scare them out of their position. Hence the Golda Meir story, seemingly meant to show that Israel is not the God-fearing nation that religious Christians believe it to be. And then there are the accusations, unsupported by actual evidence, that Israel persecutes its Christian citizens. On his fateful first visit to Israel, Carter takes a tour of the Galilee and writes, "It was especially interesting to visit with some of the few surviving Samaritans, who complained to us that their holy sites and culture were not being respected by Israeli authorities -- the same complaint heard by Jesus and his disciples almost two thousand years earlier."
There are, of course, no references to "Israeli authorities" in the Christian Bible. Only a man who sees Israel as a lineal descendant of the Pharisees could write such a sentence. But then again, the security fence itself is a crime against Christianity, according to Carter; it "ravages many places along its devious route that are important to Christians." He goes on, "In addition to enclosing Bethlehem in one of its most notable intrusions, an especially heartbreaking division is on the southern slope of the Mount of Olives, a favorite place for Jesus and his disciples." One gets the impression that Carter believes that Israelis -- in their deviousness -- somehow mean to keep Jesus from fulfilling the demands of His ministry.
There is another approach to Arab-Israeli peacemaking, of course -- one perfected by another Southern Baptist who became a Democratic president. Bill Clinton's Middle East achievements are enormous, especially when considering the particular difficulties posed by his primary Arab interlocutor. Jimmy Carter was blessed with Anwar al-Sadat as a partner for peace; Bill Clinton was cursed with Yasser Arafat. In his one-sided explication of the 1990s peace process, Carter systematically downplays Clinton's efforts to bring a conclusion to the conflict, with a secure Israel and an independent Palestine living side by side, and repeatedly defends the indefensible Arafat. Carter doesn't dare include Clinton's own recollections of his efforts at the abortive Camp David summit in 2000 because to do so would be to acknowledge that the then-Israeli prime minister, the flawed but courageous Ehud Barak, did, in fact, try to bring about a lasting peace -- and that Arafat balked.
In a short chapter on the Clinton years, Carter blames the Israelis for the failures at Camp David. But I put more stock in the views of the president who was there than in those of the president who wasn't. "On the ninth day, I gave Arafat my best shot again," Clinton writes in My Life. "Again he said no. Israel had gone much further than he had, and he wouldn't even embrace their moves as the basis for future negotiations." Clinton applied himself heroically over the next six months to extract even better offers from Israel, all of which Arafat wouldn't accept. "I still didn't believe Arafat would make such a colossal mistake," Clinton remembers, with regret. According to Carter, however, Arafat made no mistakes. The failure was Israel's -- and by extension, Clinton's.
Carter succeeded at his Camp David summit in 1978, while Clinton failed at his in 2000. But Clinton's achievement was in some ways greater because he did something no American president has done before (or since): He won the trust of both the Palestinians and the Israelis. He could do this because he seemed to believe that neither side was wholly villainous nor wholly innocent. He saw the Israeli-Palestinian crisis for what it is: a tragic collision between right and right, a story of two peoples who both deserved his sympathy. In other words, he took the Christian approach to making peace.

Words Even an Ex-President Can't Say in America
The Media Lynching of Jimmy Carter

It seems Israel's "supporters" have conscripted me in their lynching of Jimmy Carter. Count me out. True, the historical part of Carter's book, Palestine Peace Not Apartheid, contains errors in that it repeats standard Israeli propaganda. However, Carter's analysis of the impasse in the "peace process" as well as his description of Israeli policy in the West Bank is accurate - and, frankly, that's all that matters.
A wag once said that there is no Pravda (Truth) in Izvestia (News) and no Izvestia in Pravda. The same can be said of our Pravda (The New York Times) and Izvestia (The Washington Post). Today both party organs ran feature stories trashing Carter using Kenneth Stein's resignation from the Carter Center as the hook. (I was sitting in the airport when this earth-shattering story came on CNN.) But like John Galt, many people must have wondered, Who (the hell) is Kenneth Stein? Stein wrote exactly one scholarly book on the Israel-Palestine conflict more than two decades ago (The Land Question in Palestine, 1984). Even in his heyday, Stein was a nonentity. When Joan Peters's hoax From Time Immemorial was published, I asked his opinion of it. He replied that it had "good points and bad points." Just like the Protocols of the Elders of Zion.
Later Stein wrote a sick essay the main thesis of which was, "the Palestinian Arab community had been significantly prone to dispossession and dislocation before the mass exodus from Palestine began" - so the Zionist ethnic cleansing of Palestine in 1948 was really no big deal ("One Hundred Years of Social Change: The Creation of the Palestinian Refugee Probem," in Laurence Silberstein (ed.), New Perspectives on Israeli History, 1991).
The Pravda ( NYT) story was written by two reporters who seem to have made a beeline for the newsroom from their bat mitzvahs. They quote Stein to the effect that Carter's book is "replete with factual errors, copied materials not cited, superficialities, glaring omissions and simply invented segments". I doubt there's much to this. Most of the background material is Carter's reminiscences. Maybe he copied from Rosalyn's diary (she was his note taker). Then Pravda reports that "a growing chorus of academics...have taken issue with the book". Who do they name? Alan Dershowitz and David Makovsky. Makovsky is resident hack at the Washington Institute for Near East Policy, the Israel Lobby's "think"-tank.
Pravda saw no irony in citing Dershowitz's expertise for a story on fabrication, falsification and plagiarism regarding a book on the Israel-Palestine conflict. As always, one can only be awed by the party discipline at our Pravda. It makes one positively wistful for the days when commissars quoted Stalin on linguistics.

The Pravda ( NYT) story was written by two reporters who seem to have made a beeline for the newsroom from their bat mitzvahs. They quote Stein to the effect that Carter's book is "replete with factual errors, copied materials not cited, superficialities, glaring omissions and simply invented segments". I doubt there's much to this. Most of the background material is Carter's reminiscences. Maybe he copied from Rosalyn's diary (she was his note taker). Then Pravda reports that "a growing chorus of academics...have taken issue with the book". Who do they name? Alan Dershowitz and David Makovsky. Makovsky is resident hack at the Washington Institute for Near East Policy, the Israel Lobby's "think"-tank.
Pravda saw no irony in citing Dershowitz's expertise for a story on fabrication, falsification and plagiarism regarding a book on the Israel-Palestine conflict. As always, one can only be awed by the party discipline at our Pravda. It makes one positively wistful for the days when commissars quoted Stalin on linguistics.

I signed a contract with Simon & Schuster two years ago to write a book about the Middle East, based on my personal observations as the Carter Center monitored three elections in Palestine and on my consultations with Israeli political leaders and peace activists.
We covered every Palestinian community in 1996, 2005 and 2006, when Yasser Arafat and later Mahmoud Abbas were elected president and members of parliament were chosen. The elections were almost flawless, and turnout was very high — except in East Jerusalem, where, under severe Israeli restraints, only about 2% of registered voters managed to cast ballots.
The many controversial issues concerning Palestine and the path to peace for Israel are intensely debated among Israelis and throughout other nations — but not in the United States. For the last 30 years, I have witnessed and experienced the severe restraints on any free and balanced discussion of the facts. This reluctance to criticize any policies of the Israeli government is because of the extraordinary lobbying efforts of the American-Israel Political Action Committee and the absence of any significant contrary voices.
It would be almost politically suicidal for members of Congress to espouse a balanced position between Israel and Palestine, to suggest that Israel comply with international law or to speak in defense of justice or human rights for Palestinians. Very few would ever deign to visit the Palestinian cities of Ramallah, Nablus, Hebron, Gaza City or even Bethlehem and talk to the beleaguered residents. What is even more difficult to comprehend is why the editorial pages of the major newspapers and magazines in the United States exercise similar self-restraint, quite contrary to private assessments expressed quite forcefully by their correspondents in the Holy Land.
With some degree of reluctance and some uncertainty about the reception my book would receive, I used maps, text and documents to describe the situation accurately and to analyze the only possible path to peace: Israelis and Palestinians living side by side within their own internationally recognized boundaries. These options are consistent with key U.N. resolutions supported by the U.S. and Israel, official American policy since 1967, agreements consummated by Israeli leaders and their governments in 1978 and 1993 (for which they earned Nobel Peace Prizes), the Arab League's offer to recognize Israel in 2002 and the International Quartet's "Roadmap for Peace," which has been accepted by the PLO and largely rejected by Israel.
The book is devoted to circumstances and events in Palestine and /not/ in Israel, where democracy prevails and citizens live together and are legally guaranteed equal status.
Although I have spent only a week or so on a book tour so far, it is already possible to judge public and media reaction. Sales are brisk, and I have had interesting interviews on TV, including "Larry King Live," "Hardball," "Meet the Press," "The NewsHour With Jim Lehrer," the "Charlie Rose" show, C-SPAN and others. But I have seen few news stories in major newspapers about what I have written.
Book reviews in the mainstream media have been written mostly by representatives of Jewish organizations who would be unlikely to visit the occupied territories, and their primary criticism is that the book is anti-Israel. Two members of Congress have been publicly critical. Incoming House Speaker Nancy Pelosi for instance, issued a statement (before the book was published) saying that "he does not speak for the Democratic Party on Israel." Some reviews posted on Amazon.com call me "anti-Semitic," and others accuse the book of "lies" and "distortions." A former Carter Center fellow has taken issue with it, and Alan Dershowitz called the book's title "indecent."
Out in the real world, however, the response has been overwhelmingly positive. I've signed books in five stores, with more than 1,000 buyers at each site. I've had one negative remark — that I should be tried for treason — and one caller on C-SPAN said that I was an anti-Semite. My most troubling experience has been the rejection of my offers to speak, for free, about the book on university campuses with high Jewish enrollment and to answer questions from students and professors. I have been most encouraged by prominent Jewish citizens and members of Congress who have thanked me privately for presenting the facts and some new ideas.
The book describes the abominable oppression and persecution in the occupied Palestinian territories, with a rigid system of required passes and strict segregation between Palestine's citizens and Jewish settlers in the West Bank. An enormous imprisonment wall is now under construction, snaking through what is left of Palestine to encompass more and more land for Israeli settlers. In many ways, this is more oppressive than what blacks lived under in South Africa during apartheid. I have made it clear that the motivation is not racism but the desire of a minority of Israelis to confiscate and colonize choice sites in Palestine, and then to forcefully suppress any objections from the displaced citizens. Obviously, I condemn any acts of terrorism or violence against innocent civilians, and I present information about the terrible casualties on both sides.
The ultimate purpose of my book is to present facts about the Middle East that are largely unknown in America, to precipitate discussion and to help restart peace talks (now absent for six years) that can lead to permanent peace for Israel and its neighbors. Another hope is that Jews and other Americans who share this same goal might be motivated to express their views, even publicly, and perhaps in concert. I would be glad to help with that effort.

Gaza beach
In response to Davis' posting (see below) - I write the following as my personal opinion - it is not the position of the Next Century Foundation - the NCF does not take a political stance on issues of this kind:
I appreciate the emotions this issue raises, but saying a thing was not so does not make it not so. To quote Ewen MacAskil in the Guardian today, "The Israeli army, in an attempt to deter the rocket launching, has been laying down artillery barrages into Gaza that are reminiscent of the first world war."
The miracle is that this sort of tragic event has not happened sooner.

Despite a catalogue of examples to the contrary, the governors insist there is bias against the Palestinians
THE OFFICIAL REPORT for the governors of the BBC on its coverage of the Palestine-Israeli conflict found predictably that there was “was little to suggest systematic or deliberate bias” but then went on to list a series of measurements by which the BBC could be said to be biased in favour of Israel.
This produced mocking guffaws in my own newsroom, where some of the BBC’s greatest hits — or perhaps misses — remain fresh in the memory. There was the hagiographic send-off for Yassir Arafat by a BBC reporter with tears in her eyes and that half-hour profile of Arafat in 2002 which called him a “hero” and “an icon” and concluded that the corrupt old brute was “the stuff of legends”.
There was Orla Guerin’s unforgettably inventive spin on the story of a Palestinian child being deployed as a suicide bomber, which most journalists saw as a sickening example of child abuse in the pursuit of terrorism. Guerin had it as “Israel’s cynical manipulation of a Palestinian youngster for propaganda purposes”.
There was the disturbing case of Fayad Abu Shamala, the BBC Arabic Service correspondent, who addressed a Hamas rally on May 6, 2001, and was recorded declaring that journalists in Gaza, apparently including the BBC, were “waging the campaign shoulder to shoulder together with the Palestinian people”. Pressed for an explanation, the subsequent BBC statement said: “Fayad’s remarks were made in a private capacity. His reports have always matched the best standards of balance required by the BBC.”
There was the extraordinarily naive coverage of the London visit of Sheikh Abdur-Rahman al-Sudais, the predominant imam of Mecca, to open London’s largest new mosque. He was described as a widely respected religious figure who works for “community cohesion”, and a video on the BBC website was captioned “The BBC’s Mark Easton: ‘Events like today offer grounds for optimism’.”
The BBC must have missed his sermon of February 1, 2004, that said “the Jews of yesterday are the evil fathers of the Jews of today, who are evil offspring, infidels . . . calf-worshippers, prophet-murderers, prophecy-deniers . . . the scum of the human race whom Allah cursed and turned into apes and pigs . . . These are the Jews, a continuous lineage of meanness, cunning, obstinacy, tyranny, licentiousness, evil, and corruption . . .”
These are isolated examples, but they stick longer in the memory because they are reinforced by a broader pattern of coverage that seems to play down that Israel is a democracy that elects Israeli Arabs to the Knesset and which does not engage in systematic terrorism and suicide bombing of civilians. So it was startling to read the report for the BBC governors finding so much bias in favour of Israelis. This was based largely on the quantitative content analysis done by outside researchers which found “significant differences across BBC news programmes and services in the allocation of talk time”.
The detailed survey found disparities (in favour of Israelis) in the amount of talk time given to Israelis and Palestinians, and that “Israeli fatalities generally receive greater coverage than Palestinian fatalities”.
The methodology of the survey may be a complicating factor. The period analysed went from August 2005, the time of the Israeli withdrawal from Gaza, and January 2005, when Ariel Sharon had his stroke and the Palestinians held their elections. The greater use of Israeli voices in this period seems reasonable when the big stories were the domestic political implications for the settler movement of the Gaza withdrawal and of Sharon’s eclipse. And given the media-wise presence of the Peace Now movement and Israel’s lively democracy, much of that nominally “Israeli” talk time would have been highly critical of the Sharon Government.
Moreover, the terms of reference of the report that the BBC governors commissioned excluded both the BBC World Service and the international TV channel BBC World, although it did include the BBC website. This excluded a large fraction of the BBC’s international coverage along with the often more detailed coverage that the World Service provides.
It is important to consider the context of the report’s finding that Israeli deaths tend to get more coverage is that the Israeli victims are overwhelmingly and deliberately civilians, targeted at random. The Palestinian fatalities vary widely. Some are killed in internal feuds between Hamas and Fatah, and some are executed as “collaborators”, some are terrorists caught in the act and some are the victims of Israeli targeted killings. These tend to be the ones that result in the tragic collateral killing and wounding of civilians and children. And it can be difficult for journalists, even those with the resources and exemplary bravery and professional persistence of most BBC reporters, to establish which is which in time for a news report.
The report on which the governors will now rely to develop new guidelines for BBC coverage tends to skate over some of the professional problems that make even-handed reporting difficult in Gaza and in the West Bank. Journalists have been kidnapped and cameras stolen, and their sources are often intimidated.
By contrast, Israeli politics are easily followed in Israel’s free press, where critics of the occupation and of Israeli military tactics abound and where the Israeli media does sterling work, including the kind of combative investigative reporting that is virtually unknown in the Palestinian press.
There is one piece of good news. BBC reporters will henceforth be allowed to use the T-word to describe “relevant events, since it is the most accurate expression for actions which involve violence against randomly selected civilians with the intention of causing terror for ideological, including political or religious, objectives, whether perpetrated by state or non-state agencies”.
But even here BBC reporters will be faced with a tricky dilemma, since the report goes on to say: “While those immediately responsible for the actions might be described as terrorists, the BBC is right to avoid so labelling organisations, except in attributed remarks.”
So think of the poor hack on deadline in a flak jacket trying to remember whether to say some crazed Jihadist killer was “a terrorist from Hamas” rather than “a Hamas terrorist” while squeezing more historical background and more Palestinian talk-time into the news report. It’s amazing that the coverage is as decent as it is, and that most of us in the business concede privately that, for all its flaws, the BBC still does a better job that any other news organisation on Earth.

The Council for Arab-British Understanding welcomes the findings of the independent panel looking into the BBC's coverage of theIsraeli-Palestinian issue. It endorses many of CAABU's long term concerns over BBC coverage, especially the greater coverage given to Israeli fatalities and Israeli spokesmen. Whilst rightly commending the BBC for much of its excellent coverage, the panel and the Loughborough University content analysis confirms many of the serious concerns that CAABU raised about BBC coverage, both written and orally, to the panel and to BBC Management.
CAABU Director, Chris Doyle commented on this said that "Much of what the panel has concluded is reasonable and fair and reflects many of the points that CAABU has consistently been making to highest levels of BBC News Management. We hope that the BBC will try to rectify many of the points raised. Only by doing that will concerns about the partiality of their coverage be erased. When research consistently shows that fatalities from one side of a conflict, the party that has by far the least number, are more frequently covered, then this must raise alarm bells."
The panel quite correctly highlighted that there was little reporting of the difficulties faced by Palestinians in their daily lives. It noted that there was a "failure to convey adequately the disparity in theIsraeli and Palestinian experience, reflecting the fact that one side is in control and the other lives under occupation." The frequent absence of this key term, occupation, has also been a continuing and serious concern of CAABU's.
The panel also pointed to the need for more historical context and background, a point backed up by Loughborough University's content analysis. The content analysis also backed the claims that 1) Israeli fatalities were given more coverage than Palestinian ones. 2) Israeli spokesmen were given more talk time than Palestinians 3) Many stories were treated as internal Israeli stories such as the Gaza Disengagement. 4) BBC Journalists generally did not provide historical context in their reporting of the conflict.
These were points that CAABU has been making continually to BBC Management and indeed to this panel. We hope that the BBC will take careful note of these as issues that need to be addressed urgently. Moreover given the seriousness of the findings, they should have been given more prominence in the Independent Panel's report.
There was also the issue of the use of the term "terrorism". If the BBC decides to use this term more frequently, then CAABU hopes that it will remember that there have been acts of Israeli terrorism and that these should also be labelled as such. CAABU will be preparing its own response to the panel's findings.

The Council for Arab-British Understanding welcomes the findings of the independent panel looking into the BBC's coverage of theIsraeli-Palestinian issue. It endorses many of CAABU's long term concerns over BBC coverage, especially the greater coverage given to Israeli fatalities and Israeli spokesmen. Whilst rightly commending the BBC for much of its excellent coverage, the panel and the Loughborough University content analysis confirms many of the serious concerns that CAABU raised about BBC coverage, both written and orally, to the panel and to BBC Management.
CAABU Director, Chris Doyle commented on this said that "Much of what the panel has concluded is reasonable and fair and reflects many of the points that CAABU has consistently been making to highest levels of BBC News Management. We hope that the BBC will try to rectify many of the points raised. Only by doing that will concerns about the partiality of their coverage be erased. When research consistently shows that fatalities from one side of a conflict, the party that has by far the least number, are more frequently covered, then this must raise alarm bells."
The panel quite correctly highlighted that there was little reporting of the difficulties faced by Palestinians in their daily lives. It noted that there was a "failure to convey adequately the disparity in theIsraeli and Palestinian experience, reflecting the fact that one side is in control and the other lives under occupation." The frequent absence of this key term, occupation, has also been a continuing and serious concern of CAABU's.
The panel also pointed to the need for more historical context and background, a point backed up by Loughborough University's content analysis. The content analysis also backed the claims that 1) Israeli fatalities were given more coverage than Palestinian ones. 2) Israeli spokesmen were given more talk time than Palestinians 3) Many stories were treated as internal Israeli stories such as the Gaza Disengagement. 4) BBC Journalists generally did not provide historical context in their reporting of the conflict.
These were points that CAABU has been making continually to BBC Management and indeed to this panel. We hope that the BBC will take careful note of these as issues that need to be addressed urgently. Moreover given the seriousness of the findings, they should have been given more prominence in the Independent Panel's report.
There was also the issue of the use of the term "terrorism". If the BBC decides to use this term more frequently, then CAABU hopes that it will remember that there have been acts of Israeli terrorism and that these should also be labelled as such. CAABU will be preparing its own response to the panel's findings.
